On the MSI official website, the base clock/boost clock are 1203MHz 1304MHz. Why is this card 1026Mhz and 1114MHz?

You're looking at the specs for the LIGHTNING card on MSI's site and not the LIGHTNING LE. The LE is a lower clock and possibly lower ASIC (not 100% certain) available at a lower price point compared to the LIGHTNING which has a hefty factory overclock but ends up being about $80-$100 more.

Will this card fit into the coolermaster haf xb? is there room to spare?

This is one of the largest cars on the market it is 13 and a half inches long so it's best to just measure the case so you make sure it does not hit the drive bays in the front of the case
