Question 1

Does this boot into Win 10 (that is, in an operational state) or is it a Win 7 machine that will force me into a lengthy online upgrade hassle?

Mine  booted into windows 10. But there's difficulty updating from that early version of window 10 to current version. I needed 1) USB wifi /nic card for network  connection (not included - check fine print) and 2) "Windows 10 update assistant" (free from windows store) as the old version's normal update was too antiquated.

Question 2

What is the size and weight of this computer? Did not see this info in the specs.

It is (approximately but pretty close) to 15-1/2" deep, 13" wide, and 4" high. This is oriented with the HP logo facing the correct direction (rotated 90 degrees counter-clockwise from the photo.  You will need to add some distance for whatever you want to plug into it if you are in a really tight situation. As for weight, I picked it up and it isn't heavy but it is solid. Maybe 10 lbs? that is a complete guess though.

The SPECS section states it has a Thunderbolt 3 port, does it? I do not see it in the picture of the back panel

I have ordered a ton of these, none of them have thunderbolt 3 or usb-c. There are expansion slots available on the motherboard so maybe you could add one using a pci-e card.

Question 4

Does this have an M.2 slot?

No, I  just checked. It has 4x SATA, one 16x PCI Express and three 1x PCI Express. I'm not sure which generation SATA and PCI express.

This worked really well for my application (blue iris) and runs 3 cams at 15fps without a problem. I will eventually get a few more cams up. I would also recommend this for a "family" computer, something you want to work with a bit or horsepower but you aren't trying to play 4K video games on. It would be more than adequate for internet, streaming etc . If you wanted to make this into a gaming PC you might have issues fitting a serious video card. There simply isn't enough room lengthwise.

I still feel this thing is an amazing value.

Backside are a VGA analog, (D-sub 15, a blue plastic center, mostly for legacy screens) and two identical DP rev 1.3.
