This says SATA III, my Dell is SATA will this work?

This is a mSata drive. It is different from regular Sata. You would need to make sure your machine accepts mSata specifically.

Will this fit in a standard wifi card location? I am trying to add it to an hp steak book instead of using the integrated 32gb harddrive. I just wanted to make sure it's going to fit in the slot assigned.

I have no idea why it wouldn't as long as you have a sata connection available. Mounting the drive is like any other 2.5" drive, so if you are not replacing a 2. 5" drive with it, you may need an adapter

Will this drive work in my HP Folio13 US1020 notebook?

No it will not. This is an older technology mSATA. You need an M.2 NVMe technology for that notebook.

What is the read/write speed on one of these?

Just the single SATA port for this form-factor, so capped at just 550Msecond.
