Question 1

Do i need to buy a sound card to get audio sound or does it have its own sound card built in?  I would like to possibly hook speakers to it and was wondering if this is a good idea or not.  If it does need a sound card whats a good one to go along with my I5-4590 processor and GTX 970 GPU.  I am building my own computer and have all my parts picked out but never thought about sound.  Thanks for anything anyone could provide about my question.

This motherboard has sound features integrated into it. You don't need a separate sound card unless you require very specific capabilities from your computer for music production for example. 
There's a microphone input jack (pink), front speaker output jack/headphones (green), back speaker output jack (black), and bass jack (orange). Depending on your stereo system you may need to by an adapter cable though.

Pretty low just for a processor and the MOBO. I think the highest an Intel in this chipset is 115W
Generally motherboards don't take an immense amount on their own. It really comes down to add ons like cooling and graphics cards. A 400W should be plenty for the base board and basic add ons. Water pump and graphics will likely take more.

Could this run 2 r7 260x's in crossfire? i think it said theres only one PCIe 3.0 16 slot and a PCIe 2.0 running in 16 mode or something.

The PCIe 2.0 16x should be fine for running pretty much all graphics cards.  Unless you plan on having a game that has hundreds of objects with ultra quality textures, the data rates for PCIe 2.0 is still very fast and should be plenty for you.

Question 10

How can I get this motherboard to output sound from the HDMI port? I am outputting video through a dedicated graphics card.

If I recall this board disables the HDMI out when not using Intel's onboard graphics. (which is disabled when you use a card) You can check the bios to see if the HDMI is being used and if it is then outputting audio is on windows. In Win8 I find it easiest to open the volume mixer in the system tray and on the speakers icon there should be a drop down list.

On my board I output video and audio via the graphics card (using one HDMI). Sorry if this doesn't help.
