I own zotac gtx950 oc and i was wondering if the fan not spinning at certain temperature is normal or something is wrong with it?

The ZOTAC GTX 950 graphics cards come with their FREEZE feature, which is basically fan/stop functionality. The fans will stay off until the graphics card itself reaches a certain temperature point when the fans will spin up. It is designed to work this way.
