Their website says the corporation is in Taiwan and it's factory is in China.

I have a motherboard with a 4-pin CPU connector. The power cables supplied with this PSU don't include a 4-pin cable, only an 8-pin cable (2 x 4). Can I connect half of the pins in that cable to the 4-pin motherboard connector?
