That depends. Yes, I would recommend that the cooler is on the intake instead of the exhaust of the case. And, also not overclocking.  If either of those is the case, then I would recommend a 240.

You should be able to if you are already running an AMD CPU, since the power requirements have not changed for the Ryzen series.  You may not be able to do any overclocking unless the current power supply has the additional 4 pin power for the CPU.

Overclocking is disabled on this cpu. The reason why AMD chose not to allow overclocking on the Ryzen 7 5800X3D is due to voltages and thermals. As Hallock explained, the reason behind this is that the processor, with its gargantuan cache, can only reach up to 1.35V versus the maximum 1.6V that other Zen 3 chips can reach. As the Ryzen 7 5800X3D is already running at its maximum voltage of 1.35V, overvolting it could cause damage to the chip, so AMD chose to disable it. Although a few people have found work arounds to overclock this cpu it’s probably best to trust AMD and believe that overclocking this particular chip is still a risky business.
