Question 1

I am looking at upgrading my system using this cpu. My MB is an AsRock H97M-ITX/ac which does support it. I am currently using dual channel DDR3-1600 memory (1.5V). Looking at the specs on this cpu, it only lists DDR3L-1600 memory. Would I have to get new memory as well?

You are OK.  Here's what I found googling 'DDR3L-1600 vs DDR3-1600'

" The difference between these two RAMs is nothing but the voltage consumption. The DDR3L RAM consumes lesser voltage compared to the DDR3. ... Also the lower the operating voltage, (1.35v, 1.25v) the faster the memory can theoretically operate because the transition from a zero to a one state requires less voltage shift."

So, go with the i5 of your choice - I would look at the middle of the price range.  The prices are like a hockey stick - you pay a lot more for not much more functionality.

I like i5s for mid-range functionality and the performance/price ratio is very good - MS Win 7 or Win 10 and MS Office as well as mid-level use of serious software such as Photoshop or other Adobe products should not be a significant problem with this processor (but they really scream with a high end i7 - four times the price...huh?).

You probably already know this but the formula for a good box is: processor+memory+storage.  A good processor backed by plenty of memory (16 GB minimum these days; 32 GB is wonderful) and plenty of storage - a couple of Tera bytes are nice.

Keep your system clean - don't load it up with lots of software that consumes processor cycles w/o doing much - a basic security suite is necessary but don't add on a ton of video/audio conversion software that's memory-resident or web-based gaming setups.

Question 2

I have an Asrock z97  anniversary mobo will that support this chip or do I need to look for updates for the Bios? It is an 1150 chipset I just want to ensure that it truly support 5th gen.

The Z97 chipset should support the 5th gen i5, but I would still update the BIOS before you install the new processor - that's assuming you have an earlier generation processor running in the system currently.  I always do this before I do a processor upgrade - saves the hassle of reinstalling the older processor just to install a new BIOS image.
There have been a number of cases where newer generation chips won't work with an older BIOS despite the chipset 'supporting' the newer generation chips.  Unlikely in your case but better be safe than sorry. 
Check with the board maker and see if your BIOS is the most recent release and the release date.  Many board makers 'abandon' older model boards and stop updating the BIOS after a year or two, so if the manufacturer's BIOS has not been updated within the past year or two you might want to get on their message board and see if you can contact an actual user of your board and the 5th gen processor.

Question 3

Would an i5 processor (like this one) be compatible with a motherboard meant for i7's? (I'm trying to spend a small amount of money with this)

There are a number of mobos that can accommodate either an i5  or an i7 processor - the best site to look at IMHO is the Intel Intel® Desktop Compatibility Tool - it lists multiple mobos that can run many Intel processors from i3 to i7.

I'm a high-end user running several systems with i7 processors from the original i7 to the current production i7-v3.  I do serious amateur photography and use these systems, along with their massive memory capacity (64-128 Gbytes) to chew through multiple frames of panoramic images as well as HDR work.

However, the i5 is an excellent choice for general purpose systems; no reason to spring for an i7-v3 unless you really, really need the speed and power of the higher-priced spread (as they used to say in the 1950s).

The general purpose socket 1150 series is a good buy these days - just make sure the board you buy is ready for the processor you get to go with it.  Some BIOS setups will not work with newer processors and you can get stuck with a board that won't run your processor w/o doing a BIOS update - using an older processor as a base (ugh!).

would this cpu work with a asus maximus 7 hero motherboard?

Yes - it's an LGA 1150 socket CPU compatible with the board's socket.
The only issue is the BIOS - I have heard of problems with matching the processor with the BIOS on  boards.  This is more often the case with older production boards mated with newer production CPUs - sometimes you need an 'old' CPU installed to update the BIOS to the latest CPU.
However, this is not likely to be a problem with this board/CPU combination.  You might want to check the Asus support site with respect to the Maximus 7 Hero and the Broadwell CPU - they usually show a table of board vs. compatible CPU.
Regardless, this is a good CPU choice unless you want to shell out some serious $$ for an i7 series.

hey everyone, I'm running the i5 4690k right now and am thinking of up grading to this cpu. any advice? my board is a asus maximus 7 hero.

Without knowing your specific use case, it's a bit difficult to give upgrade advice.  In general, I'd recommend saving your money to upgrade the entire platform (or just build another computer).

Even if you're intentionally staying on Socket 1150 for backwards compatibility, I'd question why you'd want to spend almost $300 on a processor upgrade that *maybe* will give you 15% IPC improvement and less overclocking headroom.  If you don't have an SSD already, I'd recommend spending your money on that before a processor upgrade.
