I would like to upgrade my laptop with this product but how do I transfer the current M.2 operating system and data to the new drive?

I used Acronis True Image and use the "Clone Entire Disk" option to a SSD I had laying around (any empty drive will work, a SSD is just faster), installed the new M.2 and cloned the SSD back to the new M.2  With Acronis, the drives don't even have to be the same size. The whole process took about 30 minutes.  I believe Samsung has free cloning software on their support page (never used it), but I have used Acronis image as as backup & restore tool for at least 15 years & never had a problem with it. Decided to try the "Clone Entire Disk" for this and it worked the first time!

Does it come with installation software?

It’s not clear what you mean by installation software. The drive does not come with a license to an operating system such as windows which is required to run your computer.

If you mean installation software for the drive itself, no such thing is required. You will however have to format the drive once it is installed. There are native tools on all Operating Systems for drive formatting. If you need instructions on how to format a newly installed drive, google and YouTube have no shortage of instructions.

Will this device need a heat sink?

For most users NO, it will not need a heat sink.
It actually hurts the the memory chips to cool them below 40c during heavy use. They perform best at 40c-60c and the metal embedded product label helps evenly spread this heat. If you still want to put a heat sink on, think about a smaller one for just the memory controller chip as it will tolerate lower temps than the other memory chips on the drive.

Does this drive work OK, albeit slower, in a laptop that only allocates x2 PciE lanes to the drive, as in mt Dell Latitude 5590?

The Samsung 970 EVO M.2 drive will work fine if using it with PCIe x2 slot, but the speed of the drive will be reduced to half. You can tell if using CrystalDiskInfo to test it. I'll bet the sequential read will be in the 1,700 MB/s range instead of the 3,500 MB/s in the specification .

As far as boot time's concern, the difference will not be significant, as a lot of time during boot up will be spend on the POST process, before reading the M.2 drive.

There are x2 M.2 NVMe SSDs in the market, selling at lower price than x4 models. 
I would say using a x4 M.2 drive to a x2 slot is a little bit waste of money.

Yes, I believe that board does. Typically the M.2 slot closest to the CPU is what you want to use for your primary drive because its interface is usually tied directly to the processor. The other M.2 slot(s) are a shared resource though the motherboards chip-set.
