Can I use the above hard drive to replace a WD 800 Sata drive?

Do you mean a WD 80G SATA drive? I don't know of any reason why you couldn't. Go to the WD site and get the free software to transfer the contents of the 80G to the 250G so you don't have to reinstall windows or transfer files by hand.

Question 2

I have an issue with the hard drive, I just built a new computer but the os does says I have 0 unalocated space. its like a hard drive with no space, so I cant partition it or format it at all. is it defective?

IT SOUNDS LIKE IT. YOU DID NOT SAY WHAT OS IT WAS. BUT YOU SHOULD BE ABLE TO PARTITION IT AND FORMAT IT. TE ONE I GOT WORKED FINE HAD TO PARTITION IT AND FORMAT IT. YOU MAY CHECK THE BIOS OR THE NEWER EFT SETTINGS. THE OS MAY WANT MBR AND IT IS IN THE NEWER TYPE I DO NOT RECALL THE NAME OF IT THE OLDER OS HAVE SOME PROBLEMS WITH IT IN THE BIOS MODE. THAT IS TE ONLY THING I CAN TINK OF THAT MAY BR PROBLEM OTER THAN A BAD DRIVE.

Does this work with Dell Precision 490?

If it will physically fit, then it will work. The only thing I don't know is if you will need to use an adapter for power etc. as I am not that familiar with that Dell.  Should be no problem like I say.
