is 4tb for aid 0, which means only 2tb on the safe side?

Short answer yes.
Longer answer with more details then you probably want:

Raid 0 is about speed, and size. With raid 0 you get maximum speed and size, however if either drive fails you lose everything.
Raid 1 is about safety, since every thing is on BOTH drives, if you lose one, you only lose a backup. Replace that drive, and the device will rebuild the replaced drive. Shortly after you will have full redundancy again.

If this is a backup drive, then you most certainly want it as Raid 1. If you are trying to play games from it, then you may want to consider Raid 0, however you will still run into data speed limits based on the connection between the device and the computer. Overall, bad idea, just use it as a big redundant backup.

Question 2

I did not receive quick setup instructions.  I have connected with USB 2.0 at thus time.  I hear the 'pling' sounded when a new device is detected, but can not find it in the device list with a letter.  What do I  do?

The best  thing to do is go online to the Lacie home page and look in the support area--there you will find a documents download area and download the quick install guide and the user manual.  You have to decide if you want to change the default of Raid 0  (which will give you 4Tb) or if you want the fault tolerance of Raid 1 (which would yield you 2Tb-one drive is mirrored to the other), and you need those documents to know how to change the Raid configuration.  I don't remember if I used their software to set up the unit, but I would imagine that you would have to go into disk management and initialize and format the Lacie before the computer will recognize it.  But I would definitely recommend a visit to their home page to snatch your needed documents.
