Yeah it should work just fine for any processor. Paste normally won't be the thing holding any performance back.

Can I use the THM CORSAIR TM30 CT-9010001-WW R thermal paste as my main thermal paste?

Is anything special required to remove this and clean the surfaces after a few years of "cooking" with a CPU? For example, does this form an epoxy-like bond after years of high-temp use? I've had CPU cases pop off while trying to separate heat-sink and CPU when I've used some semi-liquid compounds and on other CPUs the gunk left was almost impossible to clean off.

99% isopropyl alcohol and a toothbrush worked for me. Also you could try running the computer getting it hot then shut down and try to remove cpu cooler while its hot and soft

Do I need to purchase this if I'm getting a new CPU and a liquid cooler for the CPU?

It depend on how much you trust on the existed thermal paste in new liquid cooler. If u think it not good, you can buy this one
