Can it work on my old  Westinghouse ,07 TV ?

As far is I am aware, this is not a "Universal remote"
It's designed to specifically send messages to the included USB IR dongle. It's very unlikely that the IR codes it sends are the same as used to control a commercially manufactured television. This plugs into the USB port of something running the Windows operating system, and controls Windows functions.

Mine did not come with a disc, where can I download software for this remote?

It works with Windows Media Center as is without additional software. Pushing the green button should bring up Media Center just like a mouse click on the icon on your computer.
Mine was recognized immediately upon plugging the receiver into a USB port.  I've used with Vista, 7, 8, and 8.1 (with 8 and 8.1 you must by the Media Center pack separately).
I do not know if it works at all with any 3rd party PVR software.

Will this work in an XBOX 360 S running media center extender without a PC in the room?

There is a setting in XBOX 360 settings pane that allows you to use Media Center remotes instead of the xbox one(I believe it actually says both).  So, that being said this should work just fine on the xbox.

Will this work with any Windows Media Center TV tuner including the Happauge ones?

This remote comes with a basic IR emitter - the play/pause, stop, volume, channel functions should work as most of those are supported in OS.  If you're using Happauge software, there may be a conflict.  Perhaps they have a setup or calibration tool?

Will it work on android? I have android x86 on a PC on a stick and want to use it for YouTube and Netflix and other stuff.

I'm not certain, as what we do know is the Windows drivers work.  Drivers for Android, least from the product details don't appear to have any official released development or support.

Question 7

I plan to use this with a NUC running Win7 Pro and MCE. The NUC has a built-in IR receiver. Will the remote work without plugging in the included USB IR dongle? I'd rather not use up a USB port.

I've used this remote with several IR Receivers in my media centers and I've yet to find a receiver the remote won't work with.

Does this work with any software aside from MCE?  Specifically VLC?

The player buttons work with VLC (Play, Stop, Pause, Next Track)
This also works well with XBMC.

Are the power and volume buttons programmable for another device?

You can set up several devices, but the devices need to be known by Logitech.  I have three common setups that I use.  the first is watch TV, which controls 1)My Samsung TV, 2)My Vizio sound bar, and 3)My Comcast Set top box.  The second is to Watch a DVD/Blu-Ray disc, which controls 1)My Samsung TV, 2)My Vizio sound bar, and 3)My Sony Blu-Ray player.  it doesn't turn on my Comcast set top box.  Hope that answers your question.

Yes.  Standard MCE IR remotes work with Ceton Echo and Xbox 360
