Rosewill RHTB-13005 13" - 37" mount extend about 12 inches with a standard 32" LED TV because of the weight. I have a 22" LED TV mounted it over the tub and have had no problems, moving and extending the mount when needed.

What defines the stated limitation of a 37" screen?  If I have a lightweight 40" LED, can this mount be used?

Hello fellow shopper.  I purchased this TV mount several months back.  The only two things I can think of that would be why they recommend 37" or less would be...
1.  If u have to mount the TV on a side wall and turn it (swivel) towards that same wall to view, it may not have enough clearance between the side of the TV and the wall to turn a full 90 degrees.  If you are mounting on a wall which you can view the TV straight on then that should not be an issue.
2.  The hardware (bolts, nuts, weld points, etc.) That this mounting bracket is made with are most likely only rated to hold a TV that weighs up to the typical weight of a 37" flat screen.  The manufacturer most likely will not warrant or be held responsible in any way if you choose to mount a TV that exceeds these limits.  That being said, if you insist upon using this particular bracket for your larger TV, you may contact the manufacturer (rose will) first.  They should be able to give you a maximum weight rating of the mount.  If your TV then is less than the weight rating then go for it if you chose to do so.  I believe its always best to purchase things such as this though that are rated for the appropriate size TV.  Its worth it to me to pay a little more if necessary to get something that I know will not fail and drop off the wall possibly injuring someone or a pet (so long As its properly mounted).  Hope my long winded response helps in your decision.

I bought the 82-021-256 TV mount and it has arrived but the screws for attaching the back plate to the tv are either too long or too short. I tried using the spacers included but they are too long to work. My TV is a Samsung UN32H5500AFXZA. Any ideas?

According to the specs for your tv and for this wall mount, it should be compatible.  (Vesa 200mmx200mm mounting size for your TV and also the wall mount)  you can Google what Vesa indicates for tvs if you're interested.  But anyhow, if it were me I would take the bolts that are too long and make a trip to the hardware store.  You can ask someone there to match up a bolt that is a bit shorter but with the same exact thread type.  If this doesn't correct the problem then I would exchange wall mout with Newegg for a different kind.

Does this fit a 200x100mm VESA pattern on a panasonic?

It should. VESA configurations are standard. There are 4 large holes on each side of the arm plate. The 2 outer holes are 200mm and the 2 inner holes are 100mm apart, vertically. The width of the mounting plate is 200 mm (horizontally). If the holes on the back of the Panasonic measure 200mm horizontally and 100mm vertically, the plate should line up perfectly. Just quickly measure your TV mounting holes before you order.

If I order the Panasonic TH-39LRU60 39" 1080p LED-LCD TV - 16:9 - HDTV 1080p, will this mount work for this TV?

The VESA bracket in which you have interest is rated for 55 pounds. If you mount it well, I have no doubt that it will meet its rating. An Internet search shows that the Panasonic TV you referred to weighs 31 pounds. I was unable to find a picture of the back of TV or a description providing information about VESA mount options.  You'll have to search and see if the TV does have the VESA hole mounting pattern in the back to fasten it to a VESA bracket.  The VESA mount in which you are interested is good quality solid unit. I really like mine.

It will fit a 24" tv with vesa 100 mm or vesa 200 mm or more mounting holes on the back of the tv.
