Does it tilt laterally or just vertically?

1 way only vertically . In other words top of tv comes away from the wall as bottom gets closer to wall.  Easy install and good price.

how do you lock the tilt swing tension at 0?

its done with the locking screws on the bottom plate, as you apply pressure it allows the tilting arms to pivot slightly...  it allows for about a 10-20 degree tilting I believe....

What are the specs on the HDMI cable?

They should have been in the box. It is a wall hugger and very hard to hook up the cables once the TV is hanging. Make sure all cables are plugged into the TV before hanging. HDMI 1 ON CABLE OR SATILITE BOX TO HDMI ONE ON THE TV.

Can this be used for plasma tv?

If the TV supports the VESA mount requirements and is not a massively heavy (less then 90 lbs). Look up the model of TV and see if the dimensions are smaller than 600x400mm

I have a Toshiba 65L621U. Its vesa specifications say 400 (horizontal) × 500 (vertical). Would this mount be compatible?

The specifications for the TV read 400x500 but if you look at the diagrams they have for the TV, it clearly shows 19.69in (500mm) x 15.74in (400mm).  If the mouting for the TV is actually 400mmx500mm, then I would say no the mount will not work but if it is in fact 500mmx400mm it will work just fine.  Also the 400x500mm configuration for that TV would be a bit unusual while the 500x400mm configuration would be more common.  Measure the mounting holes and go from there.
