I had a western 4gb drive in a external usb box and could only format 2gb. I'm afraid I would have the problem with this drive?

You had an external drive enclosure that was incompatible, or operating system issues and you need to initialize 4tb drives with GPT partition. There is no issues with these drives if your os, enclosures, and partitions are correct.

What is the actual storage capacity of the SSD 4T|SAMSUNG MZ-77E4T0B/AM R?

This actually depends on the file system and other factors. You can't reliably calculate this without these details. If anyone tells you otherwise it's not a guarantee you'll get the same capacity. Worse is that with a change in 'standard' 4TB no longer means what it used to (more specifically storage should be powers of 2 so a kilobyte should be 1024 bytes but due to 'improvements' they changed it to 1000: which lets companies get away with a bit less storage, to say nothing of irking programmers).

is it compatible with the dell xps 15 9520?

I'm no expert, but I don't believe so. according to google you would need a M.2 2230/2280 card. There are tabs on this site to find which kind you need and which one would be best for you.
