Does this come with all the necessary cords?

If you are replacing a drive you already have the needed cord. If you are building a computer the mother board will have an assortment of included cords. A "bare drive" means just that it is only the drive packed in the necessary electro-static discharge packaging and some other boxing material to ensure it arrives to the customer without being damaged while in transit. Any software needed should be available for download from the support page of the manufacturer for their product.

Does the Seagate Barracuda ST500DM009 500GB HD replace the Seagate Barracuda ST3500413AS 500GB HD that came as standard with my Dell i570 desktop PC?

I doubt it replaces the ST3500413AS considering that drive is still available. But in terms of price vs performance vs size these new Barracuda drives are very worth it, and beat out the ST3500413AS in my opinion.
