No, this is not a USB hard drive, this is an internal bare hard drive meant to be installed inside of a computer via a SATA connection (not USB).  You could get this and put it in an enclosure that connects via USB 3.0, but you could always just get a USB 3.0 external hard drive instead and save yourself the hassle. any thoughts on quality and lifespan this will last due to the fact that it is a refurb?

It's hard to answer that question, but this is an older model, which will be dated based on the refurb.  If there is a failure it's questionable whether there would be any warranty from Seagate.  Having said that, I've dealt with this particular drive (though I buy mine retail, meaning they come in their own product box) and out of about 60, I've only seen 2 give me problems, where one problem was a tiny area of the disk that couldn't be read, which cut my storage area down by about 100 MB.  My experience with drives that are sold bare (meaning they came from the factory in plastic protection and not a product box) is that they have a higher failure rate.  I assume that's because they weren't handled as carefully or got beat around more in shipping.  So, I generally don't use a bare drive as something that spins in one of my computers, but instead use them for archiving only.  That's the only way I'd use one of these refurbs, since I don't know how they've been handled.

can I use this on a MAC computer?

Unless things have changed, you would not be able to make it a boot drive.  Apple used to require that you get the boot drive from them because they put a special firmware in the drive.  Data drives could be from anyone and connected by almost any means, USB, SCSI, FireWire, Thunderbolt, etc.
