When a 22 inch monitor is mounted onto the lx sit stand mount... What is the maximum measurement from the surface of the desk to the bottom of the mount? meaning if the arm is on the pole's highest mounting point and arm is full extended upwards?

This may help: Attached to this model I have a 30" ASUS PQ321Q and is mounted to the top. When I extend the arm as high as possible, the bottom of my monitor is between 2-3 feet above the desk. I imagine you'll have ~3" or more available clearance on a 22".

I have a 37 inch tv that is lightweight enough for this arm. Is there some other reason that a larger screen than what is stated cannot work with this?

As long as it supports a VESA mount somewhere between 100x100mm and 200x200mm then yes; and nearly all screens do support VESA mounts.
