I am seeking a 2 component input RGB, and one component output RGB used to switch to the component to the TV?

I can't really comment on this question since I use the StarTech switch with only with the composite audio connected. I have four computers connected to a VGA KVM switch and I use the CPNT410IR to connect the four computers to a single pair of speakers.

However, I have found this switch to be of high quality, and would suggest that at the price it would be worth taking a gamble on for component video switching.

One caveat: I have never gotten good picture quality from using component video, but I have blamed this on the cables that I was using.

I am looking for a device that could manage  two desktop(CPU) into one monitor. That is, I want to be able to view the two desktop from one monitor or switch back and forth?

I doubt this is what you are looking for unless your desktop and monitors all have component video ports.
I'd recommend looking at "KVM switches", which will allow you to have one keyboard, one monitor, and one mouse with two different desktops.

Question 3

Will this work with devices that only have composite connections (r,w,y) or only component (r,w,r,b,g)?   Have and old xbox, old playstation, and old vcr to hook up to newer tv.

This device is a switch. It will not change resolution, or upscale.
It switches component just fine. I have not tried composite on this particular switch, but in the past i have used similar devices to switch composite. Keep in mind that means only composite sources connected to switch, composite out of switch to composite input of TV. 
Composite = single yellow RCA. Component = red, blue, green, rca's.
By the way, most newer TV's will accept composite inputs to the green of the component input and will recognize and display that input correctly, results vary by model.
That might give you two inputs to the TV, then if the vcr has an input you could connect a game to that and use the vcr as a switch.
