"Intel® LGA 1151(H4) 7th/6th Gen Core i7/i5/i3/Pentium®/ Celeron®processors (up to 120W TDP) "  So that would be a yes. Just don't get a i7-7740X, those use a 2066 socket.

How many monitors are supported by the motherboard?

I've run three monitors. Two at 1600x1200 and a 1920x1080.  Everthing is fine but skip any thought of gaming with that many pixels to drive!

What size and type of power supply will this mother board need?

Power supply size needed is set more by the video card draw than anything else.  Note: buying to big a supply will generally decrease the efficiency of the supply, too small and you have problems.

Are there any restrictions on the sata ports when using a m.2 drive? I can't find an answer in the manual.

The answer is"depends".  The PCIE lanes on the chips for this board are limited (16 lanes).  So many devices share this limited number of lanes.  Depending on what you mount to this board you can find yourself coming up short.  The general user will not run out, but read up on the limitations that a chip/motherboard has before just buying.  Some of the latest chips have 24 lanes - at a higher cost of course.

If i add 16 GB of ram with the onboard video would i be able to play rust?

Onboard video should not be a good idea to run rust.  Check the rust system requirement online.

Will this board support VMWare ESIx?

It should support it. I found the only thing that this motherboard (and AMD Ryzen7) does not supports is the on-board video.
