Does this come with a USB c adapter and cable?

Mine came with a USB Type-C charger with captive cable. I am powering mine through PoE from an upstream Unifi switch, so I re-purposed the included power supply to charge my phone.

Does the PoE passthrough to connected devices?

No, this switch can be powered through POE but does not offer passthrough. For that, if you're sticking with Unifi products, you'd likely need this: https:// www.newegg.com/ubiquiti-us-8-us-8-x-rj45/p/0XP-000A-000T9. That offers one passthrough port in addition to POE-in. If you would need more POE out, you could use this: https:// www.newegg.com/p/0XP-000A-004F1. But, that would need to be powered itself to support the 4 POE-out ports. We, actually, use all 3 of these in our office. They work well. We only used 1 Flex-mini in an area where we didn't need POE-out.
