Can you use the Corsair iCUE software to light up the RAM pure white and not RGB?

Yes, White can be achieved with RGB (Red Green Blue). In fact, white can only be achieved with all colors. The iCue software includes a lot of color options.

Does the Corsair Vengeance DDR4 3200 (PC4 25600) run so cool that it does not need a fan?

I don't run a dedicated fan for my Ram. My case has a cooling system i.e. 3 fans, and my CPU is liquid cooled. If you plan to max out performance of your RAM all the time perhaps it calls for a fan, but I don't know of builds that included dedicated RAM cooling. I say save your money cool something you're going to overclock.

Is is compatible with the Ryzen 3700x? And is it 2 sticks of 16gb ram or 1 stick of 32gb ram?

It will work out of the box but 2x16 will be faster than 1x32. Do a youtube search for memory XMP and learn about memory over clocking.

Can the colors be controlled with MSI Mystic light?

Yes. I'm using MSI b450 gaming pro carbon AC and Mystic light controls these DRAM just fine.

I bought these to use with my new motherboard B450m Steel Legend . Bio's see's all the 32gb but in windows I lose half to hardware reserved .. any idea's ???

Sounds like a configuration issue. I'm running this in an MSI B450M Tomahawk with no issue. You might check your memory timing and make sure XMP is enabled in the BIOS. Also check to see what Task Manager is reporting for the memory.
