I have an ABS Cyclone Aqua with the i7-14700F and 5060 with 32GB DDR5. I want a 9070xt for MSFS and have heard good things about it. However, to support this GPU, I would need a new case (thinking about a Flux SE) and an 800w power supply. Is it worth the upgrade?

I think the 9070 XT is an excellent choice for MSFS. Going from a 5060 to a 9070 XT would be a substantial upgrade, and the 16GB of VRAM should help quite a bit with higher settings, larger airports, scenery add-ons, and future updates.
I actually own a 9070 XT myself and it’s been phenomenal. The performance has exceeded my expectations, especially at 1440p, and the 16GB VRAM gives a lot more breathing room than lower-tier cards.
It’s unfortunate that upgrading may require a new case and possibly a PSU, but realistically that’s something you might run into with almost any higher-end GPU upgrade from a 5060. If it were my money, I’d choose the model that fits my budget and preferred appearance rather than paying a large premium for a factory overclock. The real upgrade is getting the 9070 XT itself—the differences between most models are relatively minor.
One model worth looking at is the PowerColor Reaper RX 9070 XT. It’s one of the shortest 9070 XT cards available at roughly 289mm long, 111mm tall, and 41mm thick, uses standard dual 8-pin power connectors, and PowerColor lists a 750W PSU recommendation for it. If space is a concern, it may fit your current case where some of the larger 320–340mm 9070 XT models would not. It’s definitely worth measuring your available GPU clearance before ruling out keeping your existing case. Possibly your power supply also you didn’t list the size of your current one.

MS Flight Sim is extremely CPU heavy. Is your 14700F being cooled by a stock Intel CPU cooler, or something higher-end? Any GPU upgrade you install into your existing PC will put a heavier strain on your CPU, so it’ll need some good cooling. A basic $20-30 tower cooler will do the trick.
As far as your original question, “is it worth the upgrade?” That’s entirely on you. Price-wise it’s hard to beat a 9070XT right now, given they’re readily available in the mid-$600’s and basically twice as fast as your RTX5060.
Why would you need a new case? What is your current power supply? The RX 9070 XT requires two 8-pin PCIE power connectors and draws about 300W under full load, even a good quality 650W power supply will be enough with a 14700F (which is only a 65W chip.) 750W would be ideal.
