What was refurbish on this card?

It is unlikely that Newegg will know what components were refurbished on the exact card you get. Could have been the processor, or RAM, or possibly VRMs, etc. 
Based solely on the Gamers Nexis video last year, with the mobo debacle, it appears that Newegg sends defective products to manufacturer for refurbishing. In the GN video, the mobo Steve had did still have the manufacturer repair center notes in the box. I would not expect most people to ever get that, and I'd be willing to be Newegg has put extra emphasis on making sure those are removed now. When I bought this refurb 3060, it had not the original packaging nor any of the refurbishers notes. 
It's likely the manufacturer could look up the serial number and report exactly what was fixed on any given card, but I suspect when Newegg returns gets it back from being repaired, they remove any refurb paperwork before sending it back to the stock location for resell. 
Again, this is mostly speculation and supposition based on the one Gamers Nexus motherboard video from last year.
