Does this come with thermal paste pre-applied or do I need to apply my own?

If I remember correctly, there is a small square patch of thermal compound already on the bottom of the heat sink/fan unit.  This will work for the first installation, but if you need to remove the heat sink, you will want some fresh thermal compound on there.  Personally I would order a small tube of thermal paste to have on hand just in case I need to remove and reinstall the heat sink.

Does this CPU support a 64-bit operating system? Also if you can show me how to tell to the difference when looking at CPUs.

Yes it does. If I need to know if a CPU supports a 64 bit OS I usually just go to Intel's website and look at the specs and see if it has support for a 64 bit instruction set...it's usually in the specs...

Other supplies indicate the word "new" in the product description,  is this product also new?

I would certainly think so. The box will be sealed as it has been delivered from Intel.
If it is not sealed, all bets would be off, but I'll bet it's new.

dos it need additional cooling system?

No, the included heatsink-fan unit works very well for normal use and is perfectly silent.  The only time I would recommend a 3rd party HSF unit is when doing heavy overclocking so you can get higher clock speeds by keeping temperatures lower.

Does the Heatsink with the cpu already come with the thermal paste, or do i need to put it on?

The Intel heatsink has thermal paste pre-applied to the CPU cooler fan. Once you adhere the fan to the CPU, the paste will spread and evenly cover the CPU. Unless you are overclocking this CPU in any way, the supplied paste should work fairly well.

If i purchase this product, will i need to get a graphics card along with it or are they good enough as it is. Also is this good for a beginner gaming pc?

I've had this processor for a while, I built this computer for my office, its fast and I have had no issues.  I mainly use it for online insurance applications and Internet use.  I will watch videos and work with my clients using join.me, there have been no issues nor did I need a video card. Im not a gamer so couldnt help much with your last question but couldn't be happier.

According to wiki the Haswell processor is a 4th gen. The release date for this processor was July 2014.

Size? Roughly. Make sure that it's the right socket for your motherboard or else you'll be a sorry sucker out a hundred bucks

the heatsink it comes with is pretty good.
the only time you need to buy a better heatsink is if you are overclocking a cpu. 
plus this cpu is locked so you can't overclock it

Will this work in a Dell 529 dual core duo I now has an E6300 processor. If it will not work in this machine what processor will?

I'm not sure what a dell 529 is, but if it has a E6300 CPU in it now, no, it will not.
That is a (socket)  LGA775.
The i3 is a LGA1150.
If you're trying to upgrade from that chip, be careful.  Find the CPU compatibility chart from dell for your computer/motherboard and go from there.
It is past time for a new machine however.
