Does the AMD Ryzen 9 7900X CPU run hot?

Yes, it can. Most people report 95C (203F) on average. However if that is because the CPU is set to overclock itself from the factory. You can adjust this one of two ways. In your BIOS (different manufactures will place it in different menus) you can select to turn off the auto clock which will throttle down the chip. Or you can use AMD's own adrenaline software and throttle down that way. I switched from using the BIOS method to just strictly the AMD software and I had no performance drop at all in playing all my games (CS2, ARC Raiders, Delta Force, BG3 and CoD). I do have a lot of fans and a big cooler but that is from my prior build and I am typically running between 63C to 85C (145F to 185F) under full load and gaming for hours. It easily handles my school work load too. If you are intending on running multiple local Ai models or doing a lot of video rendering I wouldn't throttle down the CPU. If you are gaming and doing school or career work, throttling the chip down will be no issue. Hope that helps
