is it compatible with pc?

Yes. This drive will work in any PC or Mac with SATA interface. I currently have this drive installed in a PC.

Some people say surveillance drives are also good for media drives in an HTPC but I haven't read anything related to how the much higher power on and off counts in an HTPC (multiple times per day) compared to a surveillance system where the drive may only power up a few times in its life. I like the claimed reliability and warranty of this drive but not if the reliability goes down if the drive is used in an HTPC. How much is reliability impacted by rgular power on and off?

I use my surveillance drive 24/7 it restarts 2x daily but friends tell me that this drive is suited to cold starts and quite reliable to your purpose

Will this HDD work in the Dahua NVR3204V?

yes, but according to the spec's you can go much higher - two 4TB Drives to equal 8TB Internal HDD 2 SATA ports, up to 8TB, Raid (redundancy)
