OP is going to need to watch for deals over the course of weeks, if not months, and slowly gather parts over time.
Newegg Shuffle, Woot limited drops, open box deals on Amazon and at Micro Center are going to be what makes this possible.
OP should shop locally for a used gaming monitor, their resale values are extremely low.
I just don’t really fell comfortable buying used items on sites like eBay..

Same here. I did buy my motherboard open box from Amazon and it looked like it was never opened. Figured Amazon covers their stuff, even open box. saved like $100.
The only way I could see that being a possibility would be to try your luck at one of those liquidation sales or something like that. might be able to get a good deal on the inessentials like case, ram, storage, etc. This way you can allocate the majority of your budget towards the GPU, CPU, and power supply
That’s completely understandable - note you still can use all other options, such as Newegg Shuffle, Woot limited drops, and open box deals on Amazon and at Micro Center.
