will a 5090 (NO FRAME GEN) run 4k 120fps for most games like FF14 or run 240fps for league/OW?

It can depends on CPU/RAM even the type of hard drive can limit the FPS.
with 9800X3D and 5090 for Final Fantasy XIV: Dawntrail around 113FPS
